Jennifer didn't have any concrete ideas as far as what to do if they actually encountered a rebel. Plan A had been 'hope they don't,' and plan B was 'hope the Beast scares them off' (which it likely would, given that its more alarming features are on full display instead of hidden beneath a silly outfit). But Seth had plans too, it seems, and she throws up a hand in surprise and alarm as he grapples with the stranger and puts out a hell of a light show.
